Considering this is the specific neighborhood he wants to help with his project, I don't think he should leave. I'd understand if he left considering the danger he's in, but neighborhoods riddled with crime need community centers the most. So I'll agree this individual should probably leave if he can't get any form of security, but what you're saying implies nobody should try to do good in dangerous communities, which are logically the ones that need such help the most. Sometimes it takes guts to try to help.
I know there is a pretty badass Malcolm X quote out there that fits his situation. Apparently this is the first quote I found googling for a good quote.
I believe in the brotherhood of man, all men, but I don't believe in brotherhood with anybody who doesn't want brotherhood with me. I believe in treating people right, but I'm not going to waste my time trying to treat somebody right who doesn't know how to return the treatment.
