Job postings with impossible requirements are often used to get around a company's external job posting requirements, and less commonly in the US to show there are no candidates in the US allowing for their chosen candidate to get a visa to work in the US.
In either case, having nobody qualify is the point. They already have the person they want identified.
Now the job postings that pay $11 an hour for a master's degree in a STEM field is because neoliberalism is a joke and we should have long ago banished trickle-down economics and ceremonially burn the concept so it will never haunt us again
