for those of you who wonder about why this happens: The AI for level 9 fully expects you to know what you're doing, so it reads your button inputs and responds accordingly, so they get confused when they don't have an input to read.

Level 1 AI however DOES expect you to not move for a period since it's beginner rank and they tend to act autonomously since you might not press buttons for a while as you figure out what to do.
