A 1992 law required the documents to be released in 25 years, and that's why they were released. In fact Trump blocked the release of thousands of pages of material, which I suppose in a sense means he authorized the release of the remainder. That's a pretty loose interpretation of "ordered their release" however.
The blocks are usually in place to protect people involved who are still living. The pages that where withheld possibly may involve those who are still alive that were or had been suspected of involvement with the assassination. LBJ has been dead so there is no issue in releasing suspension of his involvement. However if someone alive were listed as a suspect they would get hounded by people wanting answers.
I heard the CIA requested it be blocked, and he's giving them 180 days in order to see if their request has any merit. Would be one of the most sensical things Trump has done in his presidency.
