This question is phrased poorly. You do not "make 10" when you add 8 and 5. You make 13, and no other number.

The better way to phrase this to get the intended effect is "How many 10's do you make when you add 8 and 5?" or "Tell how a 10 is made when adding 8 and 5." Telling someone "to make 10" implies that 10 is the goal. Telling someone "to make a 10" implies that making a 10 is an intermediate step towards reaching the goal.
