That's true in the great majority of cases, but not so much when it comes to the "cinematic experiences" which this meme is precisely talking about. :P
It's just baffling how they undermine the inherent advantages and unique qualities of the medium in order to just be mediocre film emulations.
Not that I care much about it though, but it took some time to realize, for example, that during the "scripted loss" when you punch Senator Armstrong, your gear and mashing actually matters, for that he actually loses HP and doesn't get a refill while he stands there realizing you're just like him. Not that you will be able to chip more than 1/3 of his HP even with maximum cheese before he dusts off his t-shirt.
Only by watching various times or having someone point it out to you that you notice that no, the amount of HP he "gives to you" isn't static.
