To attempt to clear up any misinformation this is the story:

The teacher was a reserve officer who accidentally discharged his pistol into the cieling during a public safety class and the student was hit with either debris or a fragment of the bullet. The injury, while superficial, is still a result of this teacher's negligence.

One that shoots bullets.
