From what I heard, the TF2 verse came about by designing the game first, working back to a world where the game made sense (i.e. pulp tales of the mid-late last century) and then from there it created a positive feedback loop of strange and awesome, leading to weapons like the Sandvich and the Sniper weaponizing his own… lifestyle in the form of Jarate.
Overwatch started off as a completely different project called TITAN and when it didn't work out, they went in a different direction, making it a class-based shooter (and making the hero shooter sub-genre big). I wonder how much changed.
