To offer my perspective, who is right and who is wrong depends on your perspective of the gem civil war.
To Rose, it seems that the conflict is a matter of moral principle. The diamonds would harm the good and innocent for their own selfish gain, so the right thing to do is to intervene on behalf of the helpless victims (Earth and its biosphere in this case) while upholding one's principles.
To Bismuth, the conflict is clearly a war of liberation with the long term objective being the destruction of the powers that be. With this goal in mind, the right thing to do is to end the conflict as quickly and decisively as possible.
The redeemer idealist vs. the liberator pragmatist.
