Well, they already had planetary warp technology by the time they established the tour, so they probably did it to reinvigorate interest in visiting "Earth." Plus, with Fecto showing no signs of activity and remaining in permanent stasis, it should be harmless to their knowledge.

Then again, we know Fecto can still open portals and affect the minds of those it reaches, and many areas seem to be abandoned while still under construction, so it does make you wonder…
