Really this is all forms of racial identitarianism.

I unironically blame the media for this. When they portray a white person its defining traits are most of the times are region based (accent, clothing, maner, etc.). Meanwhile when the media portrays a black person its defining trait is his/her skin colour (or sexuality in the modern days). They literally indoctrinating the black americans with the "only your skin matter" bullshit!
