I'm pretty sure there's more of a reason than cultural stereotypes. Maximilian Dood even brought this up in his video where he said maybe it's just to make Carlos look less like Steve Burnside from Code Veronica (now that I think about it, late 90s Capcom had some odd obsession with making some of the male playable characters in RE games look a bit like 90s Leonardo DiCaprio).
