Teens are honestly not mature enough mentally to make the right decision for themselves when it comes to relationships. The bitter irony of this is that they are mature enough to have an excess of sexual desire, and if you try to cut them off from sex altogether, that will only make them want it more. So, if teens want to have sex with each other, I say whatever. As long as they're in a relatively close age range (a difference of two years, max). Adults, however, are just more likely to be using the teen to get what they want out of them. Is it completely impossible for an adult and teen to develop genuine love for each other? No, but it's too narrow and tricky an exception to make. Just wait til they're of age, if it's the real deal, they'll have the patience.
