For those who are reading, I think the person who wrote this tweet accidentally got the Japanese earthquake numbers wrong. The 18000 casualties appears to be a reference to the Japanese 2011 earthquake.

According to Japan Times : "A powerful 7.0-magnitude earthquake off Kyushu early Saturday produced a small tsunami but no major damage, authorities said."
