I know how this sounds, and I only know this because I've lived in El Paso, but she might technically be Hispanic.

Ever wondered why surveys (especially in America), ask to clarify being white without being Hispanic? Well, I've worked in retail in El Paso, and you'll see a lot of native born Mexicans coming over to my shop, and they look as white as any white American, but they speak exclusively Spanish.

Simply put, Hispanic =/= Latino and/or Chicano. The first is merely an ethnic identity while the latter two are more about race (i.e. having brown skin, Native South American heritage, etc.).

It can be very confusing, especially if you're not from those parts, so if that or something else is the case, she's not helping herself by flat-out telling what she is.

But I'm giving her the benefit of a doubt. If she's claiming she's not white because she's Irish or Polish, I'm sorry, but that's still white in my book.
